Biosketch

Dr. Lemus is the founding President of the Center for Biodefense and Global Infectious Diseases. Currently, Dr. Lemus is counselor of the Joint Advisory Council at the Intersecretarial Commission on Biosafety of Genetically Modified Organisms (Mexico) and member of the National System of Researchers of the National Council for Science and Technology (Mexico). He is certified on Basic Life Support discipline by the American Heart Association (USA).

Dr Lemus’ research interests focus on the study of viral interactions, as well as the development of therapeutics for the inhibition of HIV and zoonotic diseases. On the other hand, He has focused his efforts in developing biological response strategies for bioterrorism-related agents, as well as promoting surveillance programs focused on potentially dangerous pathogens in western Mexico. He serves as an instructor in the field of biological preparedness and response for healthcare workers of social, private, academic and governmental organizations for responding effectively to high-risk biological threats.

Dr Lemus’ recent contributions have focused on the development of national policies on biotechnology, such as the 2018 National Biosafety Framework of Mexico, as well as promoting the development of biological defense capacities in Mexico and Latin America through the Biological Weapons Convention of the United Nations Office for Disarmament Affairs. Likewise, he has boosted joint statements on biological international security in collaboration of foreign organizations.

Dr. Lemus joined to the Mexican Department of Health during the period 2013-2015. His responsibilities were to direct the Biosafety Level 3 Laboratory at the Institute for Epidemiological Diagnosis and Reference, as well as coordinating the CDC/InDRE Laboratory Response Network in Mexico. Also, Dr. Lemus participated in the Global Health Security Action Group - Laboratory Network (GHSAG-LN).

Dr Lemus completed two postdoctoral positions at The Scripps Research Institute (CA, USA) and the Center for Gene Therapy, Hematologic Malignances and Stem Cell Transplantation Institute, City of Hope National Medical Center (CA, USA). He completed a Ph.D. at the Center for Biomedical Research of the University of Colima (Mexico). Dr. Lemus completed executive training on management and leadership at Harvard School of Public Health (Boston, USA), as well as scientific and technical training on different institutions, such as the Centers for Diseases Control and Prevention (NM, USA), Center for Biological Threats and Special Pathogens, Robert Koch Institute (Berlin, Germany), Beckman Research Institute, City of Hope National Medical Center (CA, USA) and the University of Colorado at Denver (CO, USA). Additionally, Dr Lemus has completed training programs on the National Incident Management System in the Federal Emergency Management Agency (FEMA) - U.S. Department of Homeland Security.
